[8pt] Eval reports missing some sites

During a review of the eval plots for fim_4_5_6_0, I noticed a significant drop in the number of sites included in the ras2fim and IFC plots.

In opening each of the five, csi_aggr_{source_name}_comp.png, ie) csi_aggr_ras2fim_comp.png, I noticed the drop. Sorry I never noticed it a long time ago. It very well might be expected now but feels wrong.

From: 4.5.6.0:
/efs.... /previous_fim/fim_4_5_6_0/eval/ifc/comp/csi_aggr_ifc_comp.png, it now shows only 3 sites:

From 4.3.3.4:
code folder no longer available, but I had some image in docs from 4.3.3.4.

Notes:

• from 4.3.3.4 to 4.5.6.0

  • IFC dropped from 16 to 3
  • ras2fim dropped from 47 to 19
  • usgs, ble and nws are not exact but all comparable, which is expected.

• I checked 4.4.4.0 and it was low then.

• 4.3.11.0 was the same as 4.3.3.4, so we dropped between 4.3.11.0 and 4.4.4.0. We have no outputs between those builds.
