Pointing to existing fates publications in lieu of replicating information

@rgknox brought this up with me this morning in a discussion about documentation. We are wondering if there is some minimum level of description for a given section that we can provide in the technical document that will introduce the reader to the section and then provide a reference link to further information in an already fates-specific publication. This would have the benefit of reducing errors in transcribing from the publication to the technical documentation.
