Generate quality reports for selected DataONE development environments

Update the quality engine to allow an alternative Solr server to be used to index quality scores. In this scenario, each DataONE environment would have it's own Solr core within the quality Solr server. This would prevent identifier collisions if different environments contain the same identifier. In addition, the Postgres 'identifier' table needs to be updated to include the authoritative member node, to avoid identifier collisions there. Note that this, and other considerations now make the DataONE sysmeta mandatory when submitting a document to evaluated by the quality engine.
