Issue for notes for CAM-SE/EAM

We have cam-se and cam-fv with a cam-common-code module which is questionable to poor design choice vs. general model_mod routines. #667 #662 #463 ⚠️ #346 ⚠️

General: #448, interpolation (#453, #764)

It's costly do undo this, I'm not sure what/when is the best path forward with this technical debt. EAM is going to be the more tested version of CAM-SE (until CESM 3.0 testing?)
