Make sure the release workflow for urdr works #977

For the last few versions of urdr there are tags but no releases.

There might be something with github actions that is not working.

A version bump seems to happen automatically when merges are made to the develop branch. This is good, IMHO. Docker images are also being built automatically. At the moment, there are some minor issues with the Dockerfile in the production directory that stop the images from being built successfully. I have a PR that should fix that.
