Description of feature

The pipeline runs BOWTIE2_BUILD whether or not the output files (database indices here) already exist.
This should be modified since running bowtie2-build is compute-heavy and these large databases are generally shared between users. The BOWTIE2_BUILD rule should only get activated if the output files don't exist.
Note that this will probably be necessary for the SAMTOOLS_FAIDX step as well.
