Each compute environment should have a local version of the databases. #152

It's not clear what databases we're fetching sometimes and when database goes missing.
We should have a local copy of the databases for each compute environment with installation instructions, and a script to do it. Also the Nextflow profiles should be kept up to date with the database paths
