Create docker image to help Cookbook align/test with 2i2c Hub

This is work that @cboettig and @eeholmes are leading, working in (this fork) - it relates to:

• building the Cookbook with Quarto so that the code doesn't run every time, (current approach with ````r` related to check & document rendering computational code: {.bash} v {bash} syntax #228 is clunky)
• Have a way to identify if a tutorial won’t run. Could flag data that disappears, code that breaks
• maintenance and automation using GitHub Actions

And you can paste that into 2i2c so you have that same image:

When Carl and Eli make a pull request, we'll have to change this hardcoding of eeholmes to nasa-openscapes - this can be written in some kind of github style like line 17 below. something to look into.
