the ores will still exist (not generated)
I want to 100% remove silver, because of ice and fire. Tinkers construct registers mystical world silver over ice and fire silver even after i disabled the items. disabling them keeps the recipes as well. I used Crafttweaker to remove the recipes.

There's no conditional registration of blocks such as ores; disabling them simply prevents them from generating.
I'm not sure what your issue is? Is it simply that Tinker's Construct recognises that Mystical World silver ore exists?
EDIT: After re-reading your message, I think I may understand. Depending on the version of Minecraft, I'd suggest either removing silver from the silver ores tag via data pack or KubeJS (for 1.14 or later), or CraftTweaker to remove it from the ore dictionary (1.12).
