Back in ancient times, before SWO restricting ability options was a thing, LEU was deemed to powerful to remain (1) a Corporal perk and (2) as flexible as it was, namely enabling taking any action you want after shooting. In fact, it was so powerful, many a user picked it on every single soldier, only to subsequently complain that RPGO made their game too easy. And so the council met and discussed on how LEU could be stopped to prevent further calamity. After much back and forth, the king shogun then stripped LEU of some of its power to bring it more in line and restore the balance.
Perhaps an argument could be made to restore it back to its original form now that there are numerous other ways to restrict overpoweredness. Would be interesting to know how the average user plays RPGO.
It should only grant a second shot if the soldier fires with their first action.
