Currently, the amount of AP gained on rank up is the same across all ranks, while the costs for perks increase. This results in a situation where the AP gained from Squaddie->Corporal is (more than) enough for one perk at that rank, but from Colonel->Brigadier it isn't (with an increasing difference between AP gained an AP cost per perk inbetween).
This results in a situation where you absolutely need to (a) invest XCOM AP or (b) save up AP to buy any Brigadier perk(s) on lower Combat Intelligence soldiers.

I think it's not necessarily bad - if you know about it. If you don't know about it (and the number of AP gained per level is not communicated anywhere but the configs), it may lead to situations where people "brick" their soldiers in the sense that high level perks become unavailable. This issue will become more frequent now that the AP multiplier has been removed.
My suggestion would be to slightly increase AP gained per rank up while keeping the total AP gained the same (so less at lower ranks, more at higher ranks).
