Back in 1.13, Mojang added in a new feature called Tags that functions similarly to Civ's item groups. Since Mojang updates these, it would reduce some of the work needed to keep the item groups up to date when Mojang adds new content. It would also shrink down that area of the config a bit, which is currently a massive block of text.
A bonus is that tags are visible in the F3 debug menu. Each of the lines that start with a # in the blocks section (circled) is a tag that applies to the block you're looking at.
