Oil and Fuel can't be packed with any tank mods

Issue description

At first, I could carry many buckets of Fuel with a tank mod on 1.18.2. (e.g. Fluid Cell from Thermal Expansion)
But now, on 1.19.2, I can't do it.
Aren't your Oil and Fuel fluids?

Steps to reproduce

1. Install Thermal Expansion and Foundation (sorry if there's more required mod)
2. Place a Fluid Cell from Thermal.
3. Right-click it with Oil or Fuel Bucket.
4. You'll see GUI of Fluid Cell.
5. However when you right-click with Water or Lava bucket, the fluid moves into Fluid Cell without GUI.
