We need a way to see the actions currently running and in the queue #76

I have some jobs that hasn't started for about an hour. It is possible that there are other jobs in the queue and it was a legitimite delay. Or there were some technical issues blocking it. I don't have a way to distinguish between these two.

We need a mechanism to show what actions are running and what actions are in the queue.

This is becoming more and more and of an issue for courses. When I issue a command, and action doesnt take place in 10 minutes after that, I have no clue whether there is something wrong with the runner/JS or there are simply other actions going on.

I need to be able to see this, particularly when running courses.
