Listview and ImageDisplay do not fill the split container on some monitors

On some monitors / computers the Listview and the Imagedisplay do not properly fill their containers despite DockStyle = fill

re creating the bug:
I have no idea, my TV and second laptop both do this, the DPI scale on the second laptop is 125% but changing it does not fix the issue, same problem with the TV, not sure what else would be affecting this other than windows version?

this is actually the biggest scam ever,
If I edit anything in the designer on my other computer and compile, it works just fine and scales correctly,
If I then take that code to my other pc, the listview control is larger than it's supposed to be, until I change anything in the designer, then it's just fine
