List of official releases?

Hello, I was wondering if GitHub's list of releases is the official one, or where is it - from the commits it looks like we're at 0.9.16, but GH only arrives at 0.9.12.

(Background: we include a modified copy of testlib.h in https://github.com/cms-dev/cms to be able to import polygon tasks, and we're writing instructions to update testlib.h in our repo.)
