Trying out this "Discussions" thing

GitHub appear to have added some sort of discussion forum feature so we're trying it out, seeing how it goes.

If you have questions about usage please post them in the Q&A forum rather than raising issues.

The "Ideas" forum is for people to discuss future developments including new rules and new infrastructure.

Meanwhile this announcements forum will be reserved mostly for new releases and similar housekeeping.
