Is there any way to include a plugin as vibreoffice to interact with pdf as Vi mode, using keys to insert notes, and navigate up and down?

I just figured out that is a pdf.js question, but there is no issues list available at this cloned repo.
Anyway, such functionality is already written (see PR) but it seems to not work when coupled with Mendeley.
Does anyone knows anything about it?
