Refactor tap-gitlab on new **Singer SDK** framework

As a proof of concept for the Singer SDK framework, and also to better position this tap for expanded capabilities, we want to port the existing tap to use singer-sdk library.

@aaronsteers If https://gitlab.com/meltano/tap-gitlab/-/merge_requests/34 lands before this does, we'll have to wait to make the SDK-based version the new default until the SDK can also handle stream/field selection!

Given our limited resources, I don't know that we want to take this on ourselves. Implementing a custom tap-gitlab for MeltanoHub is a pretty good test case already. We should try to get the community or someone within GitLab to take this on themselves.
