  1. Implement toggle in General\Settings.cs

  2. Implement goodwill loss similar to More Flavour\ChoiceLetter_DiplomaticMarriage.cs for all Choiceletters/Requests. Goodwill loss should only apply if toggle in step 1.

  3. Add description in Languages.

Time estimate: a couple of minutes if you know what you are doing.
