Partial Writes with missing Run EventType

POSTing a run-event with no eventtype but otherwise valid data will produce partial writes. The job and input datasets are created, while the output datasets and event are not.

This also returns a 500 server error instead of a 400 client error

I would expect none of these to be created, and data to be validated and then return a 400 when invalid data is detected.
