[FR] Implement EMERGENCY_PARSER for ESP32

I would like to implement the EMERGENCY_PARSER feature for the ESP32. I am a bit lost, though, so it would be tremendously helpful if I could get a hint of where to start. I know I can mimick the behavior of other platforms but I still don't fully understand how it works. Any help would do! Thanks!
