I'm using the Citra version of 山猫 20200925, and it also has intermittent frame drops (55~60)
Even after setting Custom CPU Ticks (the default value of 16000 is seen from the merged source code) + CPU clock frequency at 80% + screen_refresh_rate=60 + enabling vertical sync, the performance improved a bit (58~60). However, I can still feel the frame drops when saving and loading states.
So I used Process Lasso, with High Performance + CPU Affinity (using the other two cores except for CPU0 core).
For NVIDIA control panel: Thread Optimization + FXAA (2x) + Low Latency Mode.
To add, reducing the CPU clock frequency is to let a single core run at a higher frequency, but if it's too low, it will increase input latency.
