Assign users with a unique PhysioNet ID

Consider assigning all PhysioNet users with a unique "PhysioNet ID". This would be similar to the ORCID (https://orcid.org/) and could be displayed on the user profile page (e.g. https://physionet.org/users/USERNAME/). An alternative is that we just use ORCIDs instead.

Example of how the ID could be used:

• Require the ID to be posted on MIMIC/eICU issues. This would remove the anonymity from people posting questions, hopefully leading to more responsible posts.

Perhaps need better use cases to make this feature worth the effort...add thoughts to the thread!
