Proposal owner/author should be able to delete a proposal #8

At any time prior to full faculty approval the author of a proposal or APC chair
should be able to delete the proposal.

if this is for a new course it should go into the archive
if this is for a modified course the proposal should be simply discarded, but the course should remain in the system.
