Add new LDAP group for staff that need APC access

IT has created a new group to hold staff members that need access to APC just like faculty.

The name of this group is apc_staff .

APCController.java and APCUser.java

We may need to add our own roll APC_STAFF to be parallel to the APC_FACULTY role.
