Create automation for restarting suburb-processing after GHA times out

Occasionally the GHA that processes suburbs "gets stuck" and times out after six hours. When this happens, the automatic trigger of "next batch" doesn't happen, so the automated processing stops. This issue is to come up with a way, and implement it, to recover from these six-hour timeouts. Identifying the cause of the hang is probably best handled in #245
