DLL error does not exist even with recent Visual Studio installed

Describe the Bug

I'm trying to log into sunshine on AWS Windows Server 2016/Windows 10, but I can't, it gives me an error about a DLL that practically doesn't exist, the name is api-ms-win-core-console-l3-2-0.dll, I've already looked for it In several places and websites and I didn't find this DLL, so I wanted to know how to fix this error.
