This functinality should be the same one that updates thes status of a budget

To get this done we would need to use either a flag from the user or wait for the first expense to be logged

Notes

The first time an ExpenseLog is logged in a budget with status of refined we should change the is_active field to true and when the end_date of the budget has passed we should change this field to false signaling that this is a retired MoneyLog meaning the status should be set to retired
