Calculate an est. date for "Edit commission"

Edit commission currently shows this info:

Motivation

Additionally to the number of blocks, it would be very usefull if the message shows an estimated date, when a validator will be able to change the commission again. Also, change the text to "You can only increase the commission..."

@punkrock we are displaying the error provided by the endpoint, in this case the POS endpoint, maybe you can move this issue to SDK, so that they can update the error event?
