Line 9-12 in spec.

This phase can be split into three:

Waiting a fixed amount of time or until round is completable to receive votes.
Retrieve best final candidate from previous round.
Execute logic regarding best pre vote candidate (GHOST).
Broadcast our node's pre vote choice.
