There's a few libraries available that aim to bridge IRC and Discord

Rust: https://github.com/belst/discord-irc-bridge
Node.js: https://github.com/reactiflux/discord-irc
Golang: https://github.com/42wim/matterbridge

This would relay conversation from #devtalk to IRC and vice versa.
