The header 'regex.h' doesn't exist on Windows (at least with MSVC).
I can comment out the inclusion of the header and the file compiles on Windows with MSVC.
Is the header really needed?

Agreed...I think it can be removed. And <ctype.h> too. At least neither is on 4.11RC
