Monocle with hide behavior

When exiting out of monocle mode, the other applications in the same workspace does not reappear and are hidden. I know they are hidden because of the hide behavior, but they do not reappear after exiting out of monocle mode. This issue does not occur with other hiding behaviors. Is it because of how the behavior works or is it an issue with my configuration?
