Firstly, I should say : The paper is a really nice work.

I think it could be useful to make a Julia implementation of the method and integrate this with the SciML's suite of optimizers in https://github.com/SciML/Optimization.jl .

Note that there is already https://github.com/jmejia8/Metaheuristics.jl where the implementation can go into.
