The problem with the bulbs after the upgrade is 1.19

I have a big problem with bulbs (ikea, phillips, aqara). After upgrading to the new ver. z2m.
No on / off option in home assistant. Most light bulbs lose their on / off options after some time. In others, this option is still there.
Force_remove and bulb reset - no on / off option.
Other entities (link_quality, power_on_behavior, update etc ..) are available.
Downgrade z2m to ver. 1.16 fixes the problem.
Mqtt publish packet:
zigbee2mqtt / my_bulb / set
{"state": "ON"} - turns on the light bulb even though there is no on / off entity.
Downgrade / upgrade z2m repeated several times - and there is always a problem with the bulbs on the new z2m, other devices work properly and very quickly.
ikea and phillips bulbs - the latest ver. firmware.
I can attach the z2m debug from resetting the ikea bulb.
Please help, I would like to use the new ver. z2m - because it works really fast.
