Expose timeout in either Admin panel or train settings

Is your feature request related to a problem? If so, Please describe.
The viame_train_tool "--timeout" option (value in seconds, efault = 600000 or 1200000 which is 1 or 2 weeks depending on configuration) might want to be exposed in the web GUI

There's arguments for this being in both the admin section (e.g. on the public free instance where we want to limit total training time to 1 week max) and also the launch training jobs panel for users, but I would stick with the admin section first. Ideal solution would probably be to allow on the admin panel a 'max' value for this to be set, but then to allow users to set it to any value below the max but that might be more than what we need on the first pass.
