I am trying to manipulate the MOVO Beta using a joystick. The joystick commands are listed in ROS topic list and I can use the joystick to move the base. However, I am unable to move the arm using the joystick, though I am changing the setting of the joystick correctly.

The arm is on and receiving power, and the arm's location is known/ shown in ROS topic list. The arms state is readable but when we push torques nothing happens. We have also checked that the problem is not a busted fuse.
