To submit new projects, go to:
https://ecosystem.khronos.org/submit/
If you want to update a project, go to the project in the explorer and click the Update Project button.
The glTF Project Explorer tool uses Create React App to simplify maintenance. Please look at DEVELOPING.md for information on how Create React App works.
