Actually, I'm able to tab through the form fields in Ubuntu, and I was able to in Windows until a short time ago. However, it's not just Mostly Harmless. I can't tab through form fields in Google's own Google Voice extension in Windows. I should go file a bug in the Chromium bug tracker.

Is this still a bug in Windows? I don't have Windows installed to test.
