PropertyGraph::Make does not allow construction of const PropertyGraph from const PropertyFileGraph #23

There should be a const version to allow constness to be maintained when wrapping a PropertyFileGraph.

Alternatively, we could just do away with const PropertyFileGraphs and PropertyGraphs entirely. But I don't like this option.
