Announcement board

The current 'admin announcement' is OK and the wiki page is OK but we need something a bit more permanent which can be used in-game.

For example, any announcements should be retained (rather than deleted after 24hrs) and dated.

The idea is, if the 'Keno Expansion Corp' (or whatever we are going to call it) is going to open up a new area (effectively a new starter zone) it could be announced in advance so that established players could form a colony in that area and be in a position to help new players.
