Site internal Message system (with e-mail notify)
For users and modauthors to message each other and for admins to message mod authors and users.

I'd say this is redundant. There's forum, discord and other services that are widely used for this.
And it'll cost a lot.

I need a way to inform users of chnages to their account (e.g. copyright claims) if we have such a thing we can as well make it usable for every user.

There's email for that and we could add a flagging system. We don't need to turn SD into a social network.

Imthinking more of the classic web portal. Im also not seeing the harm in offering functions and letting the users decide.

What about just a notification system? The user could see a red outlined number over a bell if there is an important change to one of his mods, but leave out the message sending screen.

I think what I just suggested in #109 (ability to send email from profile, which contains a link back to sender's profile) would accomplish the stated goal of facilitating messages between users, without the complications of turning into SpaceDockBook.
