Tank autofill does not work until the tank type is toggled

Replicated on KSP 1.12.3 with RF version 15.11.0.0, in a KSP RP-1 express install

Pretty much what it says on the tin. grab a new procedural tank from the parts tray, attach an engine. The autofill button does not appear unless the tank type is changed at least once. New tanks added to the vessel similarly fail to generate an autofill button.

Adding a new engine to the vessel causes missing autofill buttons for any engines already attached to the vessel to generate, but not the most recently added engine.

Cannot replicate.
Steps I took:

1. open sandbox save
2. go to VAB
3. pick procedural conventional tank
4. pick A-4 and attach it below the tank
5. check engine filling options -> A-4 is there
