Changing Engine Configs doesn't update cost or built time

Change an engines MEC does not update the vessel cost or the KCT build time until any part is added or removed from the vessel.

I originally noticed this was impacting KCT built time, integration costs, unlock costs, and research needs. But the stock cost display not being updated leads me to believe this issue likely belongs in MEC and not KCT.
