Odd diameters coming from ProcParts-SizeLims.cfg

• Scaling the diameters by 1.25m means that the default diameter ends up being something odd like 1.5625m, which isn't one of the diameters reachable by major or minor increments - perhaps this is a relic or a previous version of PP which used 1m as the base diameter (newer versions use 1.25m)
• The diameter large step of 1.25m is not a multiple of the diameter small step of 0.1m. The procedural parts defaults are 1.25m and 0.125m respectively - is there something wrong with these?
