Notifications screen should indicate if the mail server has not been configured.

The notification screen allows users to sign up for notifications and provide email addresses but this will be for nothing as long as the mail server is not configured. Any notifications created will be silently lost.

IMO, we should indicate on the notification screen the status of the mail server configuration.
