Documentation on tags isn't built anymore after v0.20.18 #872

I don't have the time to look into this now, but stable documentation is stuck at v0.20.18. The issue seems to be that the documenter workflow isn't running anymore on creation of tags after v0.20.18, but I can't quickly tell why.

Looking at the diff v0.20.18...v0.20.21 I see #797 modified TagBot, which may be relevant, but that seems to be recommended setup.

This was indeed broken by #797: it changed the name of the secret holding the SSH key from TAGBOT_KEY to DOCUMENTER_KEY, but there was no secret with that name. I just created it, and retriggered build of the documentation for the missing versions. Future versions should now work as expected.
