Make pkgeval report errors even if a timeout occurs

When a test timeouts, PkgEval reports it in a separate category, even if there are test failures before the timeout. It would be nice if it was reported as errors, so that people think to check them. See #49915 where this has led to breakage being ignored. (of course if the timeout can be fixed it's even better...)
