using NCDatasets
fn = tempname() * ".nc"
ds = NCDatasets.Dataset(fn, "c")
NCDatasets.defVar(ds, "a", Int32, ())

Then Array returns a scalar:

julia> Array(ds["a"])
-2147483647

It should always return an Array (even if its zero-dimensional)
